The Uganda Human Rights Commission (UHRC) has directed the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, to immediately release Edward Ssebuufu, also known as Eddie Mutwe. The commission warned that failure to comply could result in the CDF being held in contempt under Article 53(1)(d) of the Constitution.

In a letter dated May 2, 2025, and received by the Office of the CDF on the same day, UHRC Chairperson Mariam Wangadya stated that Eddie Mutwe is being unlawfully detained.

“Whereas Edward Rogers Ssebuufu, also known as Eddie Mutwe, has been in your custody since April 26, 2025, and whereas the Commission is satisfied that he is being unlawfully detained or restricted, this is to direct you to cause his immediate release from your custody, failure of which you may be liable for contempt under Article 53(1)(d) of the Constitution,” the letter reads.

Article 53(1)(d) of the Ugandan Constitution grants the UHRC powers similar to those of a court, including issuing summons, requiring attendance, demanding the production of documents, and questioning individuals during investigations into human rights violations.

It remains to be seen whether the UHRC will summon Gen. Kainerugaba—who is also President Yoweri Museveni’s son—to appear before it over the continued illegal detention of Eddie Mutwe, whose arrest has sparked widespread public and international concern.
