The Commander of the Uganda People’s Defence Forces (UPDF) under the United Nations Guard Unit Eleven (UNGU XI), Lieutenant Colonel Peter Ruyogoza Barigye, has called for enhanced intelligence operations and stronger civil-military cooperation to support ongoing peacekeeping efforts in Somalia.

Speaking during a strategic meeting with staff officers, Lt Col Barigye emphasized the urgent need to improve intelligence-sharing systems and deepen collaboration among peacekeeping partners to counter persistent threats, particularly from Al-Shabaab.

“Effective intelligence gathering, combined with strategic civil-military engagement, is essential to overcoming the security challenges we face,” he stated.

He highlighted the importance of Civil-Military Cooperation (CIMIC) in fostering trust and cooperation between the military, civilian actors, the United Nations, and the African Union Support and Stabilization Mission in Somalia (AUSSOM). “CIMIC operations are key to enabling the flow of information, strengthening community engagement, and amplifying the overall impact of peacekeeping missions,” he added.

His remarks were supported by Deputy Commander Major Jacob Gowan Kaburika, who urged all personnel to stay unified in their mission. “Let’s work together to strengthen our efforts. Our ultimate goal is to enhance stability and security in the region while protecting UN personnel, facilities, and installations in Mogadishu,” he said.

Military Information Officer Captain Joseph Mada reinforced the value of proactive intelligence sharing to detect and neutralize threats early. “Timely intelligence allows us to stay ahead of potential risks and better support ongoing security operations,” he explained.

Additionally, Captain Mustafa Ssegonja, Civil-Military Relations Officer, stressed the importance of cultural sensitivity in operational planning. “A respectful and inclusive approach builds trust, promotes cooperation, and creates a secure environment conducive to fulfilling our mission’s objectives,” he noted.

The meeting concluded with a renewed commitment among UNGU XI personnel to advance Somalia’s stability through integrated intelligence efforts and strengthened civil-military collaboration.
