Jenifer Bamuturaki, Chief Executive Officer of Uganda Airlines, has failed to appear before the Parliament’s Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE), prompting the issuance of fresh summons.

The airline’s top leadership was expected to respond to critical concerns raised in the Auditor General’s 2023/24 report, which revealed that the national carrier posted losses totaling Shs 237 billion during the reviewed period.

In defense, Uganda Airlines officials have attributed the losses to high operational costs, particularly those associated with operating aging Bombardier aircraft. These costs reportedly stem from increased fuel consumption, expensive mechanical spare parts, and elevated crew allowances.

“The largest contributors to our losses this financial year are high fuel costs, depreciation, and crew allowances. These have significantly affected our operational performance,” Bamuturaki explained in an earlier statement.

However, her failure to appear before COSASE has drawn sharp criticism from committee chairperson Medard Lubega Ssegona, who warned of serious consequences for continued non-compliance.

“We summoned the group through the current accounting officer, who has not shown up. She is the one to account. And you know, not showing up for scrutiny is a choice but choices have consequences,” Ssegona said.

“The matter goes beyond spare parts. It concerns accountability for the entire budget and all funds disbursed.”

COSASE has now issued fresh summons, directing Bamuturaki and other key Uganda Airlines officials to appear on Wednesday at 9 a.m., or face “stronger measures” to compel their attendance.
