Buganda Road Chief Magistrate’s Court has released Assistant Superintendent of Police (ASP) Charles Twine on bail after he spent over a month on remand at Luzira Prison.
Appearing before Chief Magistrate Ronald Kayizzi, Twine was granted a cash bail of Shs 5 million after 38 days in custody. His four sureties were each bonded at Shs 50 million.
However, his co-accused, Noah Mutwe—the bodyguard of National Unity Platform (NUP) president Robert Kyagulanyi, also known as Bobi Wine—was denied bail due to lack of substantial sureties. Both individuals are facing charges of hate speech.
According to the prosecution, between January 2024 and May 2025, Twine, 48, allegedly used a computer to disseminate content referring to Gen. Muhoozi Kainerugaba as “a fat pig and a crook”—remarks purportedly intended to ridicule, degrade, and demean the general.
Twine is also accused of inciting violence on social media, allegedly urging Noah Mutwe to attack and kill the President of Uganda using paving stones. Additionally, it is claimed that Twine encouraged Mutwe to assassinate Gen. Kainerugaba based on his political stance, and that he spread malicious information about Maj. Gen. James Birungi, commander of the Mountain Division.
Further, the prosecution alleges that Twine made inflammatory statements targeting Speaker of Parliament Anita Among, describing her as “a rotten human being” and accusing her of orchestrating killings and violence in Bukedea District—remarks deemed potentially inciteful.
Twine is also accused of defaming Deputy Speaker Thomas Tayebwa by referring to him online as “a money launderer, masquerader, and fraudster.”
