The former spokesperson of the Criminal Investigations Directorate (CID), Charles Twine, has been remanded to Luzira Prison on charges of inciting violence.

Twine had been missing for a week after allegedly meeting with the Inspector General of Police and his deputy. According to The Observer, he was summoned by his superiors while on duty with a parliamentary committee in western Uganda. Following the meeting, he was reportedly handed over to the Special Forces Command (SFC)—an elite force responsible for protecting the president—before being transferred to the CID headquarters in Kibuli.

Appearing before Chief Magistrate Ronald Kayizzi, Twine was charged alongside Noah Mutwe, the bodyguard of National Unity Platform (NUP) President Robert Kyagulanyi, also known as Bobi Wine. Both men face charges of hate speech.

Prosecution alleges that between January 2024 and May 2025, Twine, 48, used a computer to disseminate content that described Gen. Muhoozi Kainerugaba as “a fat pig and a crook”—remarks deemed likely to ridicule, degrade, and demean the general.

Twine is also accused of inciting violence through social media, specifically by urging Bobi Wine’s bodyguard, Noah Mutwe (alias Nuwa Mutwe), to attack and kill the President of Uganda using pavers. Additionally, it is alleged that he encouraged Mutwe to kill Gen. Kainerugaba due to his political position or opinions, and shared malicious information about Maj. Gen. James Birungi, the commander of the Mountain Division.

The prosecution further claims Twine circulated harmful statements suggesting that Speaker of Parliament Anita Among is “a rotten human being” and the main perpetrator of killings and violence in Bukedea District—remarks said to potentially incite hostility against her.

Twine also allegedly defamed Deputy Speaker of Parliament Thomas Tayebwa by labeling him “a money launderer, masquerader, and fraudster” in a message shared online.

Both Twine and Mutwe denied all charges and were remanded until June 5.
