The Inspectorate of Government (IG) has directed the Managing Director of the National Water and Sewerage Corporation (NWSC), Dr. Eng. Silver Mugisha, to dismiss Ijuka Norman, an engineer at the Corporation, over charges of corruption and abuse of office.

The dismissal order was signed by the Deputy Inspector General of Government, Dr. Patricia Achan Okiria, on June 11, 2025. It follows Ijuka’s successful prosecution by the IG before the Anti-Corruption Court.

In March 2021, Ijuka was serving as an engineer at NWSC’s Arua Branch and was the Project Supervisor for the Odupi Water Project in Terego District. During his tenure, he abused his office by irregularly removing 325 UPVC PN 10 DN 100 (4″) water pipes from the Corporation’s Omugo Branch. These pipes, meant for the Odupi main extension works in Wilika and Ayivu, were instead diverted to Mix Riziki Construction Company Ltd—an act that was detrimental to both the Corporation and the affected communities.

On February 23, 2024, a plea bargain agreement was reached between the IG and Mr. Ijuka. He pleaded guilty to the charge of abuse of office and was sentenced to pay a fine of UGX 1,500,000, which he subsequently paid.

According to Section 46 of the Anti-Corruption Act, 2009, any person convicted of an offence under Sections 2 to 25 of the Act is disqualified from holding public office for a period of ten years from the date of conviction.

In this case, Ijuka, having pleaded guilty to an offence under Section 11 of the Anti-Corruption Act (as amended), is therefore disqualified from continuing to hold public office.

The IG has strongly warned public officers against all forms of professional misconduct and urges them to adhere to ethical standards in the execution of their duties.
