The Deputy Inspector General of Government (IGG), Patricia Achan Okiria, has called upon Chief Administrative Officers and Town Clerks to mobilise all public officers to submit their personal data in preparation for the declaration of incomes, assets and liabilities scheduled for April 2026.

Okiria said updating the Public Officers’ Register is a critical prerequisite for a smooth and successful declaration exercise.

She commended local governments whose IG-ODS Focal Persons have registered high percentages of updates, noting that this reflects strong leadership support, effective internal coordination, and a firm commitment to compliance with the Leadership Code Act.

“The update of the Public Officers’ Register remains a critical prerequisite for a smooth and successful declaration exercise,” she said.

Okiria underscored the importance of Accounting Officers as custodians of public resources at the local government level, noting that their leadership is central to promoting integrity, transparency, and accountability in the public service.

She further urged Accounting Officers to provide the necessary administrative, logistical, and communication support to IG-ODS Focal Persons to enable them to assist public officers to comply with the declaration requirements. Specifically, she called on them to provide computers, reliable internet connectivity, and designated workspaces for the Focal Persons.

The Inspectorate of Government has commenced preparations for the April 2026 declaration exercise for all public officers. The exercise will be conducted using the IG Online Declaration System (IG-ODS) in accordance with the Leadership Code (Declaration Form) Regulations, 2021.

Public officers are defined as all persons working in any government institution, including ministries, departments, agencies, projects, and local governments, whose salaries are paid by the Government of Uganda and who are not leaders specified under Schedule 2 of the Leadership Code Act, Cap. 33.

Under Section 5(1) of the Leadership Code Act, Cap. 33, public officers are required to declare their incomes, assets, and liabilities to the Inspector General of Government every five years during the month of April. The last declaration exercise was conducted in April 2021; consequently, all public officers will be required to submit their declarations in April 2026.
