Jinja City Clerk Edward Lwanga is under scrutiny for allegedly diverting Shs 950 million out of Shs 1 billion allocated for the construction of Uganda Railways Seed Secondary School in Jinja City, the Daily Star has learned.

The diverted funds were reportedly transferred to Southern Division, where they were used—among other things—to clear allowance arrears for councillors.

According to Deputy Inspector General of Government (IGG) Anne Twino Muhairwe, the Inspectorate is preparing to take action against Lwanga. She stated that Lwanga did not obtain authorization from the Ministry of Finance, as legally required, before reallocating the funds.

Muhairwe further noted that Lwanga’s actions constituted a breach of trust placed in him by both the government and the public.

The Shs 1 billion had originally been remitted by the government specifically to pay Kiru General Services, the contractor responsible for building the secondary school.
