The Anti-Corruption Court has remanded Baker Mugaino, the Commissioner for Land Registration, to Luzira Prison on charges of corruption and abuse of office.
Mugaino was arrested by the Inspectorate of Government (IG) and arraigned before Chief Magistrate Racheal Nakyaze, where he pleaded not guilty to both charges.
Although he applied for bail, his sureties were not ready, prompting the court to remand him.
According to the prosecution, between April 8 and 20, 2025, while serving as Commissioner for Land Registration in the Ministry of Lands, Housing and Urban Development, Mugaino is alleged to have committed arbitrary acts that were prejudicial to the interests of his employer—the Government of Uganda—as well as Tropical Bank Ltd, Akugizibwe Gerald Mugera, and Namayiba Park Hotel.
“He irregularly cancelled certificates of title issued to Tropical Bank Ltd, Akugizibwe Gerald Mugera, and Namayiba Park Hotel for land comprised in Kibuga Block 12 Plots 658, 659, and 665 in Kisenyi; Kibuga Block 4 Plot 152 in Namirembe; and Kyadondo Block 244 Plot 2506 in Kisugu,” the charge sheet reads.
The prosecution further alleges that Mugaino failed to perform his duties as outlined in Section 85 of the Land Act (Cap 236) and his official schedule of responsibilities. These duties pertained to handling a complaint concerning the aforementioned land parcels.
