President Yoweri Museveni has appointed High Court Judge Dr. Douglas Singiza as the new Chairperson of the Judicial Service Commission (JSC), according to a communication sent to the Speaker of Parliament.
Justice Singiza replaces Justice Benjamin Isingoma Kabiito, whose tenure ended on January 21. Meanwhile, Justice Rosette Comfort Kania has been appointed Deputy Chairperson, succeeding Justice Faith Mwondha, whose term also ended on the same date.
The JSC, established under Article 146 of the Ugandan Constitution, is responsible for recruiting and disciplining judicial officers. As of January, five commission officials completed their terms, creating vacancies now being addressed by the President. However, positions representing the Uganda Law Society, previously held by Ruth Sebatindira and Norah Matovu Muwanga, remain unfilled.
Justice Singiza, 56, has recently gained public attention for presiding over high-profile cases, including a habeas corpus application filed by detained opposition figure Dr. Kizza Besigye.
These appointments are part of ongoing efforts to strengthen Uganda’s judiciary by ensuring key positions within the JSC are held by qualified and experienced individuals.
