The Clerk has has issued a notice recalling Members of Parliament from recess for a plenary sitting scheduled for 16th December 2025. During the sitting, MPs are expected to consider loan requests totaling Shs 2.177 trillion and receive the 2026/27 National Budget Framework Paper (NBFP), which marks the start of the formal budget process for the next financial year.
Mwesige’s communication, dated 12th December 2025, was accompanied by the Order Paper outlining the business to be handled during the sitting.
The first item on the agenda is a motion seeking parliamentary approval for the prefinancing of the design and construction of the Kayunga–Bbaale–Galiraya Road (87km), upgrading it from gravel to paved standard.
Parliament will also consider a motion authorizing the government to borrow up to US$162 million (Shs 575.6 billion) from the Korea Export-Import Bank to finance the Makerere University Improvement Project.
In addition, MPs are expected to consider a motion authorizing the government to borrow up to €385 million (Shs 1.602 trillion) from Rand Merchant Bank (RMB) and other financial institutions to finance government infrastructure and support the National Budget Framework Paper for FY 2026/27 to 2030/31. These proposals bring the total loans up for consideration to Shs 2.177 trillion.
During the same sitting, the Ministry of Finance is expected to table a proposal seeking the waiver of tax arrears owed by Newplan Limited, as well as present the Tax Expenditure Report for the period July to September 2025 of the FY 2025/26.
