PM Nabbanja Directs Hamis to Expand Nakivubo Channel Culverts to Prevent Flooding
Prime Minister Robinah Nabbanja has directed city businessman Hamis Kiggundu to create additional space for culverts in the Nakivubo Channel to improve water flow and prevent future flooding.
The directive follows recent floods along the channel, which damaged shops and destroyed people’s property.
“The President instructed me to come here and see what exactly is happening. I think everybody can see the channel has been constructed,” Nabbanja said during a site inspection.
She noted that engineers had identified limitations in the existing culverts, which are supposed to carry water into the drainage channel efficiently. During the tour, she instructed Kiggundu to open up space for additional culverts, allowing water to flow more freely and reducing the risk of future flooding.
Nabbanja also approved ongoing construction as part of broader drainage improvement efforts.
In August, President Yoweri Kaguta Museveni expressed strong support for Kiggundu’s ambitious proposal to revitalize the Nakivubo Channel. In a letter dated August 2, 2025, addressed to the Prime Minister, Museveni described Kiggundu’s plan as both “imaginative and simple,” highlighting its potential to address chronic issues of waste dumping and flooding.
“Ham points out that the channel is open, inviting people to throw in rubbish, including plastics and faeces,” the President wrote. “His proposal is imaginative and simple. Allow him to cover the channel after cleaning and strengthening it at his own cost. What a godly proposal!”
Museveni further endorsed Kiggundu’s plan to recover his investment by constructing commercial buildings above the renovated channel.
“How will he recover his money? Simple. Allow him to build properties above it that will bring back the money. I approve of the plan. Help him execute it,” the President directed.
