PRO Industries Pte Limited has been fined Shs 75 million for illegally discharging untreated industrial waste into the Ngaju Wetland in Ndibulungi Village, Luweero District, along the Kampala–Gulu Highway.
Appearing before Chief Magistrate Gladys Kamasanyu, Adrian Caesar Mugabe, the company manager, pleaded guilty on behalf of the firm, admitting that wastewater and sludge from the facility had been dumped into the wetland. He told the court that the company has since installed a new treatment system and taken steps to correct the damage.
The court also ordered PRO Industries to restore the degraded wetland within 30 days, under the supervision of the National Environment Management Authority (NEMA).
The charges stemmed from the company’s failure to comply with conditions outlined in its Certificate of Approval for an Environmental and Social Impact Assessment (ESIA).
NEMA hailed the ruling as a firm reminder that Uganda will not tolerate environmental violations. “Holding polluters accountable protects communities, biodiversity, and our natural resources,” the Authority said.
Between November 2025 and January 2026, PRO Industries was found discharging untreated effluent despite holding a valid NEMA certificate. The toxic waste spread into the wetland and neighboring properties, killing vegetation and drying up gardens. Water tests revealed carbon dioxide levels exceeding legal discharge limits.
NEMA reaffirmed its commitment to enforcing environmental laws, ensuring that all industries adhere to ESIA conditions, and prosecuting offenders who endanger public health and ecosystems.
The Authority urged all developers to act responsibly and obtain the necessary approvals before undertaking activities that could harm the environment.
