The Electoral Commission has appointed Richard Baabo Kamugisha as its new Secretary, effective 4 March 2026.

Kamugisha has been serving as the Acting Secretary to the Commission since late 2024, following the departure of the former Secretary from the institution.

“As Secretary to the Commission, Kamugisha also serves as the Accounting Officer and the Head of the Technical Wing (Management) of the Commission, responsible for overseeing the day-to-day administration and implementation of the Commission’s policies and programmes,” Electoral Commission said.

A highly experienced and distinguished election management expert, Kamugisha has served at the Electoral Commission since 1999. Over the years, he has risen through the ranks, serving as District Registrar/District Returning Officer, Head of the Field Operations Department, Director of Operations, and later Acting Secretary.

According to the Commission, in his previous role as Director of Operations, he was responsible for coordinating nationwide electoral activities, including voter education, nomination of candidates, management of election materials, and supervision of polling processes across the country.

Throughout his career, Kamugisha has played a key role in the planning and implementation of Uganda’s electoral programmes, contributing significantly to strengthening electoral administration and ensuring the efficient management of elections across the country.

According to the Electoral Commission Act, the Secretary shall hold office for a term of five years, renewable once.
