Uganda’s security forces have accused German Ambassador Mathias Schauer of engaging in undiplomatic conduct allegedly tied to rebel activities, Daily Star has learned.
Over the past several months, security and intelligence agencies have arrested and interrogated multiple suspects connected to organized armed rebellion, plots to bomb public areas, and economic sabotage—specifically targeting electricity infrastructure in central Uganda.
The Inter-Agency Security Committee—chaired by the UPDF Chief of Defence Forces Gen Muhoozi Kainerugaba and comprising the Uganda Police Force, Prisons Services, and intelligence agencies—is actively working to infiltrate and dismantle terrorist and subversive cells. These groups are reportedly recruiting vulnerable youths from communities in the Greater Kampala Metropolitan Area, particularly from urban ghettos.
According to Col. Chris Magezi, Acting Director of Defence Public Information, the committee recently resolved to take firm action against ringleaders, organizers, and financiers of rebel activity. These actions, he said, appear intended to disrupt the upcoming general elections scheduled for early next year.
“There is strong evidence tracing some of the funding and mobilization of these anti-government groups to certain accredited European diplomatic missions in Kampala,” Magezi said.
“We are particularly concerned about the illegal and clandestine activities of the German Ambassador to Uganda, His Excellency Mathias Schauer. Our intelligence services have identified clearly undiplomatic conduct across various regions of the country. These actions contravene the spirit of the 1961 Vienna Convention on Diplomatic Relations, which governs international diplomatic conduct,” he added.
The Ugandan government is addressing the issue with the relevant foreign mission through diplomatic channels.
“The Uganda People’s Defence Forces and the Inter-Agency Security Committee strongly condemn any foreign interference in Uganda’s internal affairs and will take decisive action against those seeking to destabilize the country,” Magezi stated.
He urged Ugandan youths to reject the influence of hostile political actors seeking to exploit their vulnerabilities and instead participate in government-led wealth creation and youth development initiatives.
“Local collaborators and agents of foreign interference in our politics and national security will continue to be identified, isolated, and dealt with in accordance with Ugandan law,” he said.
