Phiona Nyamutoro has been declared elected unopposed as the Woman Member of Parliament for Nebbi District following the nullification of National Unity Platform (NUP) candidate Abedican Mercy Rebecca.
Earlier this month, Ongiera Godfrey and Bediic Jimmy petitioned the Electoral Commission seeking the nullification of Abedican Mercy’s nomination for the position of Woman MP for Nebbi District.
The two filed affidavits stating that Abedican Mercy Rebecca had presented their particulars and forged their signatures, claiming they were registered voters of Nebbi District supporting her nomination.
According to Justice Byabakama Mugenyi Simon, both Ongiera Godfrey and Bediic Jimmy appeared before the Commission and vehemently denied signing Abedican Mercy Rebecca’s nomination papers.
During cross-examination, Ongiera Godfrey presented evidence showing he is a member of the National Resistance Movement (NRM) and therefore could not have supported Abedican Mercy Rebecca, who was sponsored by the National Unity Platform (NUP).
“The Commission interacted with Candidate Abedican Mercy Rebecca during the hearing of the complaint, but she did not provide satisfactory evidence to counter the claims made by Ongiera and Jimmy,” Byabakama said.
As a result, Abedican Mercy Rebecca failed to meet the requirements under Section 28(1)(c) of the Parliamentary Elections Act, Cap. 177.
Byabakama stated that after reviewing the matter, the Commission, in its meeting of 7th November 2025 under MIN. COMM 040/2025, resolved that Abedican Mercy Rebecca was not eligible for nomination since she failed to comply with the required legal provisions.
Accordingly, the decision of the Returning Officer for Nebbi District stands: Phiona Nyamutoro is declared elected unopposed as the Woman Member of Parliament for Nebbi District.
