Legislators are set to elect the Speaker and Deputy Speaker during the first sitting of the first meeting of the First Session of the 12th Parliament.

The 12th Parliament comprises 527 MPs, including elected representatives and ex-officio members, all of whom took their oaths in May 2026.

The exercise will begin with a formal proclamation and opening remarks by Chief Justice Dr Flavian Zeija, who will preside over the election of the Speaker.

The Clerk to Parliament will then read Rule Five of the Rules of Procedure, outlining the process for electing both the Speaker and Deputy Speaker.

This will be followed by the nomination of candidates for Speaker, with each nominee required to formally consent before the House proceeds.

Voting will then take place under the supervision of the Chief Justice, after which results will be declared and remarks delivered.

Once elected, the Speaker will take the oath of office administered by President Yoweri Museveni, in line with Article 82(10) of the Constitution and the Oaths Act.

The newly elected Speaker will then receive the instruments of power from the President before addressing Parliament. A similar procedure will be followed for the election of the Deputy Speaker.

After the completion of both elections, President Museveni is expected to address the House.
